บทคดยอ การวจยครงน มวตถประสงค เพอศกษาปญหาและนำเสนอแนวทางการดำเนนงานสงเสรมคณธรรม จรยธรรมของนกเรยน ในโรงเรยนมธยมศกษา จงหวดพจตร ประชากรในการวจย ไดแก ผบรหารสถานศกษา จำนวน30 คน รองผบรหารสถานศกษา จำนวน 30 คน และครหวหนางานสงเสรมคณธรรม จรยธรรม จำนวน 30 คน เครองมอทใชในการรวบรวมขอมลเปนแบบสอบถามชนดมาตรประมาณคา 5 ระดบ (Rating scale) ซงมคาความเทยงเทากบ.97 สถตทใชในการวเคราะหขอมลคอ คารอยละ (Percentage) คามชฌมเลขคณต (Mean) และคาความเบยงเบนมาตรฐาน (Standard deviation) ผลการวจยพบวา 1. ปญหาการดำเนนงานสงเสรมคณธรรม จรยธรรมของนกเรยน ในโรงเรยนมธยมศกษา จงหวดพจตร โดยภาพรวมอยในระดบปานกลาง โดยมปญหาการดำเนนงานสงสด คอ ดานบคลากร อนดบรองลงมาไดแก ดานการบรหารทวไป ดานการตดตามและประเมนผล ดานการจดกจกรรมสงเสรมคณธรรม จรยธรรม ตามลำดบ 2. แนวทางการดำเนนงานสงเสรมคณธรรม จรยธรรมของนกเรยน ในโรงเรยนมธยมศกษา จงหวดพจตร มดงนคอ 1) ดานการบรหารทวไป พบวา สถานศกษาตองจดสรรงบประมาณเพอดำเนนโครงการประจำปใหเพยงพอ และจดทำแผนงบประมาณอยางเหมาะสม ขอสนบสนนงบประมาณจากองคกรปกครองสวนทองถนโดยเสนอเปนโครงการรวม 2) ดานบคลากรพบวา ครและบคลากรทางการศกษา ตองมการพฒนาตนเองดานคณธรรม จรยธรรม และตองมสวนรวมในทกขนตอนของกระบวนการจดกจกรรม 3) ดานการจดกจกรรมสงเสรมคณธรรม จรยธรรม พบวา สถานศกษาตองมแผนงาน โครงการเกยวกบกจกรรมพฒนาคณธรรม จรยธรรมทเหมาะสม ชดเจน และปฏบตตามแผนทวางไว 4) ดานการตดตามและประเมนผล พบวา สถานศกษาควรแตงตงคณะกรรมการตดตามและประเมนผลการพฒนาคณธรรม จรยธรรมของนกเรยน ใหชดเจน เหมาะสม Abstract The purposes of this research were to study the problems and propose the guidelines for the promotion of ethics in the secondary schools of Phichit province. There were 90 samples in this research. The samples consist of 30 school directors, 30 school assistant directors and 30 teachers who are in charge of the ethics promotion of the 2011 academic year. The research instrument was a 5-level rating scale questionnaire with the reliability coefficent of .97. The statistic for data analysis were percentage, mean and standard deviation. The research findings were as follows: 1. The problems of the ethics promotion in the secondary school students who study in Phichit province, in general, were medium problems but when considering aspect by aspect, it was found that the problem related to the school staffs was at the highest level, and next to that were the problems of administration and assessment in the ethics promotion. 2. The proposed guidelines for the ethics promotion for the secondary school students who study in Phichit province are as follows: 1)Administration: The school administrator must give enough annual budget and have the proper budget plan which means asking for another budget from the local authorities by proposing the co-project. 2)The school staff: The teachers and related persons must improve themselves in the ethics aspect and participate in every step of the activities. 3) Ethics promotion: There will be a plan related to the proper activities for promoting ethics and follow the fixed plan. 4) Monitoring and Assessment: The school must set a committee to monitor and assess the students’ ethics clearly and properly.
