XL: a language structure

The language described in this paper is called XL. It has not yet been implemented. XL can be perceived as a low-level language or a high-level language, depending upon the degree of compiler support for recursion, operations on sequences, and the richness of built-in functions. As a low level language it is intended to be a vehicle in which one can program those built-in functions, specify control programs, and program the software technology found in the compilers of high-level languages.
