We develop a general framework for the formulation of the action principle and the Noether theorem for classical noncommutative field theories. We give a concrete example of an algebra that fits into this framework. It describes a scalar field theory on noncommutative Minkowski space. We develop a notion of locality for this algebra and investigate the locality properties of localised interaction terms. This leads us to the definition of local functionals on the field algebra.
