The paper extends the existing literature on optimal waste policy in two ways: it endogenize enforcement e¤ort and it allows for the presence of a criminal organization receiving a (socially costly) rent in exchange of illegal disposal. We assume that a criminal organization extorts rents from agents willing to perform illegal disposal.
