This paper firstly discusses the problems of Web services application, proposes a method to address these problems to apply Virtual Web Services (VWS) which is an Integration of XML, Ontology, OWL-S, WordNet and other technologies, and then describes VWS mechanism, function and operation process. VWS can dynamically call real service and provide a unified service interface to the service requestor to meet the needs of users.
