Abstract In spring 2000, our research team identified 322 issue-oriented organizations in Hanoi and Ho Chi Minh City, i.e., non-state, voluntary, non-profit-oriented organizations actively working on social, educational, environmental, community, and other issues. We interviewed 136 representatives of these organizations. This article presents selected findings and a theoretical analysis of the data.
