Quality-of-service (QoS)-enabled publish/subscribe (pub/sub) middleware provides powerful support for scalable data dissemination. It is hard, however, to maintain specified QoS properties (such as reliability and latency) in dynamic environments (such as disaster relief operations or power grids).
