In this centenary year of Federation it is worth reflecting on one of the necessary features of our federal system that is not mentioned in the constitution. Given that the constitution provided for both the continued existence of the colonies (henceforth to be known as states) and their sovereign status, it is surprising that the constitution made no provision for some means of formal liaison between them and the new sovereign commonwealth that was to be the result of their deliberations.
