I here reply to David Hoffman’s earlier comments in these pages. Hoffman cites secret ‘‘technical information’’ that Soviet radar engineer Adolf Tolkachev reportedly gave the CIA but asks the reader to take his word for it. While the Agency offered Hoffman copious details about its tradecraft, it has not released a single intelligence report attributed to Tolkachev.
