A handover (HO) is an important procedure used to maintain connectivity in mobile networks. Nevertheless, it is not sufficient when a user equipment associates with a certain base station for a very short period. In this letter, we propose an estimated time-of-stay-based cell selection (ETCS) scheme to minimize the number of unnecessary HOs that adversely affect the performance of heterogeneous mobile networks.
