Abstract Due to variations in weather and atmospheric chemistry, the timing and location of nitrogen oxide (NOX) reductions determine their effectiveness in reducing ground-level ozone, which adversely impacts human health. Interest in using a timeand location-differentiated cap-and-trade program for NOX emissions to address ozone pollution in the Eastern United States has been growing do to potential improvements in cost-effectiveness compared to un-differentiated cap-and-trade.
