To deal with the uncertainty and environmental pollution of multi-modal transport, a chance-constrained programming model for transportation decision of multi-modal transport is proposed. The activity-based approach is adopted to estimate the carbon emission, and the chance constraint is used to describe the influence of uncertain transport time on on-time delivery.
