OBJECTIVES We tested the premise that punishment for cannabis use deters use and thereby benefits public health. METHODS We compared representative samples of experienced cannabis users in similar cities with opposing cannabis policies-Amsterdam, the Netherlands (decriminalization), and San Francisco, Calif (criminalization).
