Since the 1980s when HIV was first reported in the territory, Hong Kong has been enjoying a relatively low prevalence among injection drug users. The network of methadone clinics has contributed to this unique phenomenon by reducing risk-taking behaviours, and by introducing a set of integrated HIV prevention efforts aiming to contain the infections in the drug-taking community.
