The publication of the World Health Report 2000 was an act of remarkable courage (WHO 2000). The World Health Organization (WHO) is extremely sensitive to complaints from health ministers in its member states and its legal department goes to enormous lengths to avoid anything being said that might be seen as critical even, as this author has experienced, of countries such as the USSR that no longer exist.
