The world that came into being after the end of the First World War seemed to belie Woodrow Wilson’s optimistic forecast. The majority of governments were not democratic. The intentions of many appeared far from peaceful. And as a result, in the years between the wars there was a reaction away from the idealistic viewpoint which Wilson had propounded among students of international relations.
