The Gröbner basis of the ideal of vanishing polynomials

We construct the minimal strong Gröbner basis of the ideal of vanishing polynomials in the polynomial ring over Z/m for m ∈ Z. The construction is done in a combinatorial way without any references to the Buchberger algorithm. It is a remarkable fact that the leading terms of the Gröbner basis are independent from the chosen monomial order. Furthermore, we give a fast algorithm to compute reduced normal forms.
