Proponents of charter schools claim that they generate competitive incentives for traditional public schools to improve student performance. However, it is unclear whether public schools respond to charter schools, nor whether such a response would have the intended impact. In this paper, I look at how charter schools affect student achievement, behavior, and attendance in nearby regular public schools using data from an anonymous large urban school district in the southwest.
