At the end of 1998 when the UNSCOM report of 15 December made it clear that ‘Iraq did not provide the full cooperation it promised on 14 November 1998’ [Emphasis added] and went on to add that ‘during the period under review Iraq initiated new forms of restriction upon Commission’s work… Iraq’s conduct ensured that no progress was able to be made in either the fields of disarmament or accounting for its prohibited weapons programmes.’ Military action in the form of aerial bombardment was taken… CONTINUE READING
