The results of a number of investigations and prosecutions which revealed that collusion on contracts was widespread in the state are reviewed. While the author thinks that the conditions that gave rise to bid rigging will persist, he feels that North Carolina was fortunate in having good legislation passed which (1) makes bid rigging a felony; (2) authorizes suspension upon indictment; (3) provided recovery of 30 percent of the contract price as liquidated damages from a party to bid rigging… Expand
