A network has its own peculiar Quality-Of-Service (QoS) class and QoS mechanism. So, to support end-to-end QoS in heterogeneous network, a certain unified control is needed as Bandwidth Broker (BB) and QoS management servers (such as RACF). However, it causes scalability problem as management complexity and implementation difficulty.
