has the maximum determinant (Ehlich, [2]) among all n x n +1 matrices. Such matrices R are called D-optimal designs of order n and their construction is known for the following values of n: 2, 6, 10, 14, 18, 26, 30, 38, 42, 46, 50, 54, 62, 66 (Ehlich [2], Yang (5, 6, 7, 8], Chadjipantelis, Kounias and Moysiadis [3]). If R1, R2 are circulant, then preand post-multiplying both sides of (1.1) by e T and e respectively we obtain:
