The Balkan Games were seen initially as a means of improving regional performances, and as building bridges between antagonistic nations and restoring trust and friendship in the area. The idea for the creation of the Balkan Games was first raised in 1921 during a session of the Hellenic Amateur Athletic Association and grew out of the inability of the Balkan nations to compete successfully in international athletic meetings.
