The Local Level Institutions (LLI) study was conducted under the leadership of Gloria Davis, Director, Social Development Department. In the initial phase, task managers were Anthony Bebbington (July 1995—June 1996) and Christiaan Grootaert (July 1996—December 1997). The final phase of the study was undertaken as a joint venture between the ESSD and PREM Networks and co-managed by Christiaan Grootaert and Deepa Narayan.
