Ortbogonal wavelet transforms bave recently become a popular representation for multiscale signal and image analysis. One of tbe major drawbacks of tbese representations is tbeir lack of translation invariance: tbe content of wavelet subbands is unstable under translations of tbe input signal. Wavelet transforms are also unstable witb respect to dilations of tbe input signal, and in two dimensions, rotations of tbe input signal.
