  • The purpose of this paper is the study of the evolution and state of government public relations in Russia, the history of which, unlike their Western counterparts, is slightly more than a quarter of a century old. In this research, the authors undertake one of the first attempts to indicate the steps of this phenomenon institutionalization process, and also highlight the essential characteristics which are inherent in each of the steps.
