These guidelines replace CDC's 1994 guidelines, HIV Counseling, Testing, and Referral Standards and Guidelines, and contain recommendations for public- and private-sector policy makers and service providers of human immunodeficiency virus (HIV) counseling, testing, and referral (CTR).
