This paper describes a method for developing response-based decision trees (DTs) to trigger stabilizing control. The DT inputs are apparent resistance R and its rate of change Rdot measured near the electrical center of the Pacific AC Intertie (PACI). The method involves triggering a fixed combination of one-shot controls when a DT trained for stability prediction indicates impending loss of synchronism.
