If digital watermarking is to adequately protect content in systems which provide both resolution and quality scalability, then the watermarking algorithms used must provide both resolution and quality scalability. Although there exists a tradeoff between resolution and quality scalability, we demonstrate that it is possible to achieve both types by taking advantage of human visual system characteristics to increase quality scalability without compromising resolution scalability.
