Estelle Matilda Appiah is a Legislative Counsel, based at E.A.L.C, Accra, Ghana. The enactment of the Mental Health Act, 2012 [Act 846] has been a major breakthrough to improve the quality of services and human rights conditions in inpatient and outpatient facilities as well as community care in Ghana. The Act aims to build capacity among service users, families and health workers to understand and promote human rights and recovery from mental disability.
