This chapter looks into the dynamics of private higher education in the Western Balkan countries, a relatively recent phenomenon in the region. The chapter builds on the notion that despite policy makers’ attempt to put public and private higher education a par with each other, the institutional conditions in which these two sub-sectors operate are essentially different.
