This article discusses a planned expansion of the Castaic Lake Water Agency (CLWA) that included installing pipeline flash reactors (PFRs) (PFR) from the Mazzei Injector Co. LLC in Bakersfield, California. The Earl Schmidt Filtration Plant (ESFP) ozone system was designed by Black & Veatch. The Rio Vista Water Treatment Plant (RVWTP) system was a joint design venture by Black & Veatch and Kennedy Jenks Consultants.
