Orbital prediction is a very difficult problem when one has both inaccurate observations and ancient satellite theory code to work with. Sadly, this is the current state of affairs when trying to track and predict the orbits of space debris. Current approaches to this problem involve developing more complicated theories of sattelite motion, but are limited by the nature of data available.
