In this paper, a robust and novel approach for optimal bit allocation between source and channel coding is proposed. The proposed approach consists of a wavelet-based scalable video coding framework and a forward error correction method based on the serial concatenation of LDPC codes and turbo codes. Turbo codes shows good performance at low signal to noise ratios but LDPC outperforms turbo codes at high signal to noise ratios.
