After the war in 1905, Japanese built the " South Manchuria Railway Company"(Manchuria Railway), began to settle their "retired soldiers" on the "attached-land" of Manchuria Railway for expanding Japanese political and economical strength and to resist Russian power in Manchuria. But for the settlers of retired soldiers loathed the farm work, and bad management of the attached-land, the policy for "retired soldiers" settlement failed completely after only 4 years .
