Cet article interroge la citadinite et la marginalite a la fois sociale, economique et juridique des populations refugiees ou deplacees par des conflits armes ou des catastrophes naturelles. A leur maniere, etrangers, demandeurs d’asile et « citoyens de seconde zone » contribuent en effet a urbaniser le continent noir.
