Nitroethylene shows a torsional motion of the nitro group with a frequency of $99.5 cm^{-1}$ in the far infrared. In the microwave spectrum, the ground state and five excited torsional states could be measured for the lowest pure rotational transitions. It was already shown that the equilibrium structure is planar.
