The purpose of this paper is two-fold. The first is to give a tutorial introduction to the so called Sarkisov program, a 3-dimensional generalization of CastelnuovoNöther Theorem “untwisting” birational maps between Mori fiber spaces, which was recently established by Corti[4]. We should emphasize that though the general features were understood (cf.Matsuki[17]) after Reid[29] explained the original ideas of V.G.
