A general linear-response theory is formulated for the quasi-two-dimensional system associated with a surface space-charge layer in a semiconductor whose ellipsoidal energy surfaces are arbitrarily oriented relative to the surface. The response of the system to a self-consistent electromagnetic disturbance is described in terms of the microscopic conductivity tensor.
