L'afflux de refugies en 1991 et 1992 represente une crise sans precedent pour le Kenya contemporain. Outre leur nombre, l'essentiel de ces refugies etaient des Somali dont le passe etait charge du fait de leurs revendications sur le Nord-Est du pays a l'independance et du role marginal dans lequel leurs compatriotes du Kenya ont ete maintenus par les elites au pouvoir a Nairobi.
