In this paper, we present a general approach for constructing high-rate cycle codes having girth 12 which achieve the lower bound on the block length. An efficient encoding algorithm is also proposed for this class of codes. We estimate the word error rate of the cycle codes for additive white Gaussian noise (AWGN) channels under maximum likelihood decoding, using the minimum distance and its multiplicity.
