A crucial period in modern German history has been identified, perhaps justifiably, with the personality of Wilhelm II. His policies have been repeatedly subjected to intensive scrutiny and, in general, historians agree that his impact on post-Bismarckian Germany was devastating. Contemporaries were concerned that Wilhelm II was mentally ill, and recently this assumption has received further support.
