Breast cancer patients after breast conservation therapy often develop ipsilateral breast tumor relapse (IBTR), whose classification (true local recurrence versus new ipsilateral primary tumor) is subject to error, and there is no available gold standard. Some patients may die because of breast cancer before IBTR develops.
