This paper addresses a classic question about whether transmit power control (TPC) can increase the spectrum efficiency of a TDMA system and an FDMA cellular system as in the case of a DS-CDMA cellular system. Two types of TPC schemes are considered; one is slow TPC that regulates the distance dependent path loss and shadowing loss, while the other is fast TPC that regulates multipath fading as well as path loss and shadowing loss.
