The effectiveness of state systems of education in the Middle East is a topic that has attracted a good deal of attention in recent years.' As states have moved on from colonial rule or tutelage, universal access to schooling has been seen as a right. Great efforts have been made to set up national systems of education from kindergarten to postgraduate levels, even in the most resource-poor regions such as the Gaza Strip.
