In the IEEE Member Digital Library [1] we can find about a dozen of papers concerning the signal processing based on the rotation angles. We suppose that the cornerstones for the description of discrete orthogonal (orthonormal) transforms are rotation angles of planes in Euclidian space [2]. The angular approach is very well known in linear algebra but it has been used not so often by signal processing people. It seems that H. C.
