In this paper, we investigate resource management in downlink multi-cell Orthogonal Frequency Division Multiple Access (OFDMA) systems. An efficient and low-complexity subcarrier assignment algorithm as well as power control scheme are proposed to mitigate the co-channel interference (CCI) impact. Based on a new centralized reuse partitioning strategy, our approach aims to minimize the outage probability in the entire system.
