In this paper we describe ICE, an object-oriented, Web-enabled toolkit for supporting the collaborative activity of IS development. This toolkit is intended to promote the involvement of users without programming knowledge. Three types of objects are provided by the toolkit as basic building blocks in order to support this activity.
