• Trust between negotiating teams is the visible tip of the iceberg. Trust within negotiating teams is often the unseen body of the iceberg that sinks the emerging partnership. In the state/county negotiation, trust was built within both teams. The conflicts within the local team surfaced and only sufficient trust was built to allow the team members to reach an amicable, mutual agreement not to proceed with negotiations.
