Haifa has played no significant political or economic role in the history of Israel, and yet it is special—it is the only major city in Israel located between a sea (the Mediterranean) and a mountain (Mt. Carmel)—and has been a symbol of Jewish–Arab co-existence since the British Mandate of Palestine.
